Chinese ships in disputed Japan islands

TOKYO, Japan - Japan said three Chinese surveillance ships entered its territorial waters off disputed East China Sea islands on Sunday, February 24, hours after one of Beijing's fisheries patrol boats sailed into the zone.

The three marine surveillance ships entered the 12-nautical-mile territorial zone off Uotsuri, one of the Senkaku islands, shortly before 1:00 pm (0400 GMT), the Japan Coast Guard said in a statement.

The incident came hours after Japan said a Chinese fisheries patrol boat briefly entered the territorial waters off another disputed island on Sunday morning.

Beijing claims the Japanese-controlled islands in the East China Sea, which it calls the Diaoyus.

The incidents were the latest in a series since Tokyo nationalised three islands in the chain in September, in what it said was just an administrative change of ownership.

The same Chinese fisheries patrol ship briefly entered the territorial zone on Saturday, as Japan's leader vowed he would not tolerate Beijing's incursions into the area.

Prime Minister Shinzo Abe, who was on his first visit to the United States since he took office in late December, said Japan "simply cannot tolerate any challenge now and in the future" to its control of the islands.

"No nation should make any miscalculation or underestimate the firmness of our resolve," Abe said Friday in Washington.

But speaking after White House talks with President Barack Obama, Abe also cautioned that "I have absolutely no intention to climb up the escalation ladder". - Rappler.com

Exclusive: Honeywell to test some F-35 parts after smoke incident - Pentagon

WASHINGTON (Reuters) - The Pentagon said on Monday an F-35 test plane was involved in an incident on February 14 that caused smoke in the cockpit, and it was sending the affected parts back to their manufacturer, Honeywell International Inc, for a detailed inspection.

Kyra Hawn, spokeswoman for the $396 billion F-35 Joint Strike Fighter program, said an initial assessment of the incident at a Maryland air base showed it was isolated, software-related, and posed minimal risk. Interim changes had been implemented to prevent another smoke incident, she said.

News of the previously unreported incident comes just days after U.S. military officials grounded the entire fleet of Lockheed Martin Corp F-35 jets for the second time this year after discovering a 0.6 inch crack on a fan blade in the single jet of another test plane.

Honeywell builds the plane's "power thermal management system," which uses a lithium-ion battery similar to those whose failures have grounded Boeing Co's entire fleet of 787 airliners, but Hawn said there was no connection between the February 14 incident and the F-35's lithium-ion batteries.

"It has no linkage whatsoever with the lithium-ion batteries," Hawn said. She said the February 14 incident was the only one involving smoke in the cockpit of an F-35 "in recent program history."

Lockheed is building three models of the new radar-evading warplane to replace nearly a dozen fighter jets in use by the U.S. military and its allies. The Pentagon plans to buy 2,447 of the advanced fighter in coming decades.

Honeywell said it would inspect the system, which manages the distribution of hot and cold air in the F-35 fuselage, once it arrived at the company's Phoenix testing facility.

The U.S. Federal Aviation Administration grounded the Boeing plane on January 16 after two separate battery failures, including one that triggered an emergency landing in Japan after the crew detected smoke in the cockpit.

Boeing's biggest rival, Airbus, a unit of Europe's EADS, has decided in the aftermath to skip using lithium-ion batteries in its new A350 airliner.

But the Pentagon earlier this month said it would continue using lithium-ion batteries on the F-35 since they were made by different manufacturers from those used on the 787, and had been found to safe after extensive testing.

Hawn said an initial assessment of the February 14 incident involving BF-2, one of the Marine Corps' short takeoff, vertical landing variants, had linked the problem to a software issue, not a problem with the auxiliary power unit's hardware.

The whole system was being sent to Honeywell for a closer inspection and development of a permanent fix, she said, noting that the plane was going through developmental testing specifically to find and fix any such problems.

"This is the purpose of test, development & initial training in any program; identify discrepancies, develop fixes, and put them in place to ensure safety of operations," she said. "Engineering assessment of issue indicates minimal risk, and (a) relatively uncomplicated resolution."

Honeywell spokesman Nathan Drevna said the company was aware of the February 14 incident and would inspect the system carefully once it arrived at the company's testing facility.

"The pilot landed safely. The Honeywell-related products are being shipped to our testing facility so we can quickly inspect and determine next steps with our customer," Drevna said.

In South Carolina, disgraced former governor seeks a resurrection

CHARLESTON, South Carolina (Reuters) - The scheduled appearance by a candidate for South Carolina's 1st Congressional District here last week was behind schedule. The event's co-host, an undertaker, had been detained at his funeral home by an unexpected "delivery."

A couple of people in the audience laughed as they realized what sort of delivery a funeral home receives. Questions of life and death seemed oddly appropriate because the afternoon's guest of honor was a man who is trying to undergo a political resurrection: former South Carolina Governor Mark Sanford.

As governor in early 2009, Sanford - a tanned conservative Republican who preached limited government - was widely seen as a potential candidate for president in 2012.

But then he disappeared for six days in June 2009, without telling his family or staff. It turned out he was in Argentina, visiting a woman with whom he was having an extramarital affair. The episode destroyed Sanford's marriage and earned him a censure from state legislators who agreed that he had brought "dishonor, disgrace and shame" to South Carolina.

And that, it seemed, was the end of the Mark Sanford story.

He served out his term as governor but left office in January 2011 and headed for his family's farm in Beaufort, South Carolina. He became a footnote in a state whose recent political history has been shaped by the rise of the conservative Tea Party movement and the legacy of the late Strom Thurmond, a one-time segregationist and governor who served in the U.S. Senate for nearly a half-century.

Now Sanford, 52, is back - in search of a dramatic comeback by running for the same congressional seat that he won almost two decades ago, before he was governor.

In talking about putting his life back together, Sanford gives off new-age vibrations. During an interview with Reuters, he seemed well-versed in the language of recovery and often referred to his "inner journey."

Even without Sanford and reminders of his scandal, the race has the makings of spectacle: It features 16 candidates in the Republican primary on March 19, including Robert "Teddy" Turner, the rebel conservative son of Ted Turner, the liberal cable television billionaire.

For Sanford, it was a surprising opportunity created by the unexpected retirement of U.S. Senator Jim DeMint, which caused a shift in the state's Republican leadership. Governor Nikki Haley appointed Representative Tim Scott to fill DeMint's seat. The opening of Scott's seat gave Sanford a chance to return to public life that Sanford said he found irresistible.

Given that voters are familiar with Sanford - some of whom have cast ballots for him five times - most analysts expect Sanford to outlast the Republican field, even in a district where some religious conservatives could find it hard to forgive him.

Many of the 15 other Republicans concede that they are hoping to finish second to Sanford, then have other candidates' supporters rally around them (and against the former governor) in a primary run-off vote.

There is another twist: The Republican primary winner is likely to face on May 7 in a special election Democrat Elizabeth Colbert-Busch, an official at Clemson University and sister of comedian Stephen Colbert, who has been known to bring his antics into South Carolina politics. Colbert was scheduled to join his sister at a fundraiser on Sunday night.

The conservative district has sent a Republican to Congress since Ronald Reagan was elected president in 1980. So most political analysts in South Carolina expect Sanford to eventually win back his old congressional seat despite his scandal and a celebrity presence on the Democratic side.

But first, Sanford is making the case that he has learned from his fall and moved past his mistakes.

During a coffee gathering on Thursday, Sanford pointed to a woman in the audience he had talked with earlier.

"She said, ?Mark, quit apologizing,' " Sanford recalled. "I know I need to do that. She said, ?You did that on the first day. People got that. You need to move on.' And I said, ?Indeed, I do.' "

HIS ?INNER JOURNEY'

During the interview, Sanford said the past few years have changed him for the better.

After confessing to cheating on his wife, he was stripped of his position atop the Republican Governors Association. Six months later, his wife divorced him. He is now engaged to Maria Belen Chapur, the Argentine journalist whom Sanford called his "soulmate" during a news conference after the scandal broke, and for whom Sanford gave up his old life.

Meanwhile, Sanford's ex-wife, Jenny Sanford, who used to manage his campaigns, published a memoir titled "Staying True."

After leaving the governor's office and returning to his farm, Sanford said he spent time building a bridge, a cabin and barn with his four sons. He showed off a bruised fingernail, which he said was caused by a falling plank of wood.

"In the wake of so much destruction, I wanted to construct," he said in the interview.

Sanford's longtime friend Tom Davis, his former chief of staff, said that Sanford's time in near-isolation was "Thoreauvian," comparing the former governor's days on the farm to the writer Henry David Thoreau's psychologically therapeutic years living near Walden Pond in Massachusetts in the 1850s.

Sanford seems to agree.

"I said to a buddy, 'You know, I'm becoming a Buddhist Christian,' which is sort of a weird way of putting it, but you know Buddhism focuses on the moment," Sanford said. "I think that ... Western society achievers, whatever your walk of life, are always focused on the next step."

For the most part, Sanford leaves his personal life out of the campaign. He thinks that voters are willing to do the same - even as some opponents' ads have questioned his honesty.

"I've experienced how none of us go through life without mistakes," Sanford said in his first campaign ad released this week. "But in their wake, we can learn a lot about grace, a God of second chances, and be the better for it."

One voter who heard Sanford speak on Thursday in Charleston said that times had changed, particularly among South Carolina Republicans who voted for former U.S. House speaker Newt Gingrich in last year's Republican presidential primary.

Many people in the state backed Gingrich despite fresh allegations that Gingrich had once asked a former wife for an open marriage. Gingrich supporters said they were less concerned with Gingrich's personal life than his politics, and that they favored him as a more conservative alternative to Mitt Romney, the Republicans' eventual nominee for president.

But, "if it had been 25 years ago ... good Lord," said Anne Keigher, 75, an architect from Charleston.

At a time when Washington is viewed by voters as a politically gridlocked failure, Sanford talks about his three terms as a congressman as a success.

He also says he was railing about government spending before it was stylish. His sunny disposition can turn apocalyptic when he talks about debt and the value of the U.S. dollar.

'I BLEED'

The unfolding drama in Washington over taxes, debt and spending seemed a bit distant, however, when Sanford and 12 other Republican candidates appeared Thursday at a Golden Corral restaurant in Blufton. Each was given five minutes to make a case to members of the Beaufort County Republican Club.

Sanford did not mention his family nor the scandal that put him in national headlines. He did brag about shortening the wait times at the state Department of Motor Vehicles as governor.

Some of Sanford's rivals are frustrated by the attention he gets. One candidate refused to answer questions about Sanford. Another dismissed the "air of celebrity" surrounding the race.

One challenger, Andy Patrick, a former U.S. Secret Service agent who praised his rivals for their conservative values, has sent out a mailer to voters attacking Sanford.

"Many will forgive," it reads, "But how can we forget? Mark Sanford. The trust is gone."

After the turmoil of the last four years, is Sanford comfortable with the attacks that are coming his way?

"No," Sanford said in the interview. "I'm a human being. I bleed."

WASHINGTON

The U.S. and its NATO allies revealed Friday they may keep as many as 12,000 troops in Afghanistan after the combat mission ends next year, largely American forces tasked with hunting down remnants of al-Qaida and helping Afghan forces with their own security.

Patience with the 11-year-old war has grown thin in the U.S. and Europe, yet Washington and its allies feel they cannot pick up and leave without risking a repeat of what happened in Afghanistan after Soviet troops withdrew in 1989: Attention turned elsewhere, the Taliban grabbed power and al-Qaida found refuge.

In disclosing that he and his NATO counterparts were discussing a residual force of between 8,000 and 12,000 troops in Afghanistan beyond 2014, Defense Secretary Leon Panetta said most allied defense ministers assured him they are committed to remaining part of a U.S.-led coalition.

?I feel very confident that we are going to get a number of nations to make that contribution for the enduring presence,? Panetta told a news conference at NATO headquarters in Brussels at the conclusion of a defense ministers meeting.

The U.S. and its allies have managed to stick together throughout the war, despite differing views.

The Europeans have seen the military mission as mainly aimed at promoting stable governance; the Americans have viewed it as mainly combat.

Some allies, including France, already have pulled out their combat troops.

The Obama administration has not said how many troops or diplomats it intends to keep in Afghanistan after 2014; it is in the early stages of negotiating a bilateral security agreement with Kabul that would set the legal parameters.

There currently are 66,000 U.S. troops in Afghanistan, down from a 2010 peak of 100,000.

In addition to targeting terrorists, the post-2014 missions are expected to be defined as training and advising a still-developing Afghan army and police force and providing security for the U.S. and allied civilian and military presence, officials said.

Senate panel plans Tuesday vote on Lew nomination

WASHINGTON (AP) ? The chairman of the Senate Finance Committee says the committee will vote on Tuesday on the nomination of former White House chief of staff Jack Lew to be treasury secretary.

Democratic Sen. Max Baucus of Montana says Lew has answered the committee's questions "in a thorough and fully transparent manner" and the committee has conducted a "thorough review" of the nominee.

Lew would succeed Timothy Geithner in President Barack Obama's second-term Cabinet.

Some of the toughest questions he faced during his confirmation hearing dealt with his short time at Citibank. Lew was a top executive during the height of the financial crisis.

On policy matters, he addressed Europe's debt crisis, U.S.-China relations and the 2010 financial regulatory overhaul.

(AP) ? Far from the courtroom drama that has gripped South Africa, the family of Oscar Pistorius' slain girlfriend has struggled with its own private deluge of grief, frustration and bewilderment.

The victim's relatives also harbor misgivings about efforts by the Olympian's family to reach out to them with condolences.

Pistorius, meanwhile, spent Saturday at his uncle's home in an affluent suburb of Pretoria, the South African capital, after a judge released him on bail following days of testimony that transfixed South Africa and much of the world. He was charged with premeditated murder in the shooting death of girlfriend Reeva Steenkamp in the early hours of Valentine's Day, but the athlete says he killed her accidentally, opening fire after mistaking her for an intruder in his home.

"We are extremely thankful that Oscar is now home," his uncle, Arnold Pistorius, said in a statement that also acknowledged the law must run its course. "What happened has changed our lives irrevocably."

The Pistorius family took steps to lower its profile on social media after someone hacked into the Twitter account of his older brother, Carl, family spokesman Janine Hills said.

"Carl did not tweet this afternoon, out of respect to Oscar and Reeva," Hills said in a statement. "We are busy cancelling all the social media sites for both Oscar's brother and his sister."

Mike Steenkamp, Reeva's uncle, told The Associated Press that the family of the double-amputee athlete initially did not send condolences or try to contact the bereaved parents, but had since sought to reach out in what he described as a poorly timed way. After Pistorius was released on bail in what amounted to a victory for the defense, Arnold Pistorius said the athlete's family was relieved but also in mourning "with the family" of Reeva Steenkamp.

"Everybody wants to jump up with joy," Mike Steenkamp said, speculating on the mood of Pistorius' family after the judge's decision. "I think it was just done in the wrong context, completely."

A South African newspaper, the Afrikaans-language Beeld, quoted the mother of Reeva Steenkamp, a 29-year-old model, law school graduate and participant in a television reality show, as saying the family had received a bouquet of flowers and a card from the Pistorius family.

"Yes, but what does it mean? Nothing," June Steenkamp said, according to the Saturday edition of Beeld. She also said Pistorius' family, including sister Aimee, a somber presence on the bench behind the Olympian during his court hearings in the past week, must be "devastated" and had done nothing wrong.

"They are not to blame," June Steenkamp said. According to Beeld, she said she had hoped to plan a wedding for her daughter one day.

In an affidavit, 26-year-old Oscar Pistorius said he was "absolutely mortified" by the death of "my beloved Reeva," and he frequently sobbed in court during the several days during which his bail application was considered. However, prosecutor Gerrie Nel, suggested in a scathing criticism that Pistorius was actually distraught because his vaunted career was now in peril and he was in grave trouble with the law.

"It doesn't matter how much money he has and how good his legal team is, he will have to live with his conscience if he allows his legal team to lie for him," Barry Steenkamp, Reeva's father, told Beeld.

"But if he is telling the truth, then perhaps I can forgive him one day," the father said. "If it didn't happen the way he said it did, he must suffer, and he will suffer ... only he knows."

Barry Steenkamp suffered "heavy trauma" at the loss of his daughter and his remarks to the newspaper partly reflect how he is working through it, said his brother, Mike Steenkamp.

Steenkamp was cremated in a funeral ceremony on Feb. 19 in her family's hometown of Port Elizabeth on South Africa's southern coast. Mike Steenkamp delivered a statement about the family's grief to television cameras, at one point breaking down in tears.

The three-story house where Pistorius is staying with his aunt and uncle lies on a hill with a view of Pretoria. It has a large swimming pool and an immaculate garden.

Pistorius was born without fibula bones due to a congenital defect and had his legs amputated at 11 months. He has run on carbon-fiber blades and was originally banned from competing against able-bodied peers because many argued that his blades gave him an unfair advantage. He was later cleared to compete. He is a multiple Paralympic medalist, but he failed to win a medal at the London Olympics, where he ran in the 400 meter race and on South Africa's 4x400 relay team.

Losing Weight With a Low-Fat Diet

Here are some tips on how you can implement a low-fat, weight-loss diet and be successful:

1. Make a realistic plan

As noted above, a plan is essential if you want to stick with your diet and reach your goals. Just a vague ?I really shouldn?t be eating that? notion won?t cut it. It also won?t work if you are too strict with yourself right off the bat.

Trying to cut out all fat everywhere in every food is not realistic. So, set realistic goals and make a plan accordingly.

Here are some things to keep in mind when you make your plan:

* Some fat is okay, maybe even essential, for your health. Cutting out all fat is probably not a good idea health-wise or goal-wise.

* Decide on exceptions ahead of time. Don?t wait until the slice of fudge cake is in front of you before deciding if you are going to go ahead and make an exception and splurge. You might decide, for example, that you only eat cake at birthday celebrations and only eat hot dogs on Memorial Day. Reasonable exceptions are understandable and help make your diet doable.

* Remind yourself that your low-fat diet is pretty much permanent. The notion of going on a diet and then off of a diet may result in your weight going up and down. Adopt these low-fat goals as a lifestyle.

2. Gather recipes

Sometimes, making new foods that you don?t associate with high fat content and flavor can really help. Collect a series of low-fat recipes that can become family favorites.

Tsunamis strike coastal regions around the world?about 10 times every year. The first of this year occurred on February 6, after an earthquake shook the seafloor off the Solomon Islands. The quake unleashed a tsunami that killed at least five people.?A far bigger one struck Japan?in 2011. Within minutes it?destroyed cities and ultimately killed about 16,000 people.

There?s no stopping a tsunami. Still, there are ways to limit its impact.?In fact, some scientists are designing structures to?dampen a tsunami?s destruction.

Citi Chairman O'Neill not pressing for bank breakup: WSJ

(Reuters) - Citigroup Inc Chairman Michael O'Neill is not eager to explore a breakup of the third-largest U.S. bank, the Wall Street Journal reported, citing people familiar with the matter.

O'Neill was among a small group of directors who urged Citigroup to consider the benefits of splitting the bank after the financial crisis.

But he has concluded that breaking up Citigroup would not make sense now, given economic and regulatory uncertainty, the Journal quoted the people as saying.

Citigroup spokesman Ed Skyler declined to comment on the Journal story, but noted that O'Neill had said in October that directors were confident in the company's current strategy. Also, new Chief Executive Mike Corbat said in December that the company saw its global footprint as a competitive advantage.

Citigroup had considered splitting during the financial crisis, but decided instead to place hundreds of billions of dollars worth of assets into a separate unit where they are being sold or wound down.

O'Neill wanted to look at the option when he joined the Citigroup board in 2009, but was blocked by then-Chief Executive Vikram Pandit, who did not want to consider the option, the Journal report cited the people as saying.

Late last year, Citigroup said it was cutting 11,000 jobs worldwide, or 4 percent of its workforce. O'Neill, 66, has a history of ruthlessly shedding businesses that are not earning enough money.

Will a woman win 'Idol'? It's not looking good

Isabelle was sent packing in "Idol's" sudden death round.

From the first audition, the theme for season 12 of ?American Idol? has been how great the girls are. After five years of seeing guys with guitars stand with raised arms and confetti raining down on them at the finale, this is supposed to be the year where the women get their revenge.

If Wednesday?s episode is a sign of what?s to come, however, don?t bet on that happening.

The ?Idol? singers went back to Vegas, but this year, it was for a ?sudden death? round as opposed to last year?s kitschy group performances. Ten women took the stage in a ?plausibly live? episode, sang one solo, and then waited for the just-add-water instant decision making from the judges over the final 25 minutes as they determined which half advanced and which half went home. They?ll repeat this three more times until either the 20 singers for the semifinals are selected or until the entire audience falls asleep.

Wednesday?s episode was heavy on ballads and light on star power, and there wasn?t one performance that anyone will remember by the time Thursday?s episode starts. Though many of the more prominent female vocalists were on the sidelines (the other 10 sing next week), the top men will hardly be quaking in their boots when they watch this one again.

The singer with the best chance to win was Angela Miller, a no-brainer to advance to the live shows. Even though she again came out with confidence and showed off her voice well, she sounded better singing her original in Hollywood week. She might actually be the rare singer who isn?t right for the competition because covering other people doesn?t bring out her best.

Amber Holcomb made an impression closing the show, and benefits the most from the new format. Since she?d gotten very little airtime before Wednesday, she needed this to build an audience. The judges also loved Kree Harrison, and her voice seems more versatile and rich than the rest of the country singers, but she might be someone who gets lost once the live shows starts.

Beyond those solos, the most memorable number was Shubha Vedula?s ?Born This Way.? The arrangement was disjointed and distracting, and she doesn?t have much future as a dancer, but it was also original and entertaining on a night that needed someone to shake things up. She seemed a safe bet to advance, but instead was one of the final two singers onstage with one spot remaining and saw BFF Adriana Latonio get the final spot.

The biggest surprise was that Camp Mariah survivor Tenna Torres advanced. Hopefully Wednesday marked the first and last time she picked a Natasha Bedingfield song to cover. Also, Nicki Minaj hopes that she?ll come out in a different hairdo next time.

Besides Vedula, the other notable singer to get eliminated was Isabelle. Maybe the lack of a last name made the difference. The rest were no-brainers: Jenny Beth Willis and Brandy Hotard were forgettable, and Kamaria Ousley didn?t even hit that bar.

This also was an early clue in what we can expect from the judges on the live shows, and that was more optimistic. We got some actual feedback, both positive and negative, and everyone managed to stay awake the entire two hours.

But please, producers, keep Mariah Carey away from the table games in Vegas. She has the worst poker face in ?Idol? history, and watching her try and create drama as she delivered results was painful. Though, sadly, not as painful as some of what we saw onstage.

(AP) ? Defense Secretary Leon Panetta told Congress on Wednesday that if automatic government spending cuts kick in on March 1 he may have to shorten the workweek for the "vast majority" of the Defense Department's 800,000 civilian workers.

They would lose one day of work per week, or 20 percent of their pay, for up to 22 weeks, probably starting in late April.

To dispel the notion that this is mainly a problem for the nation's capital, the Pentagon's budget chief, Robert Hale, told reporters that the economic impact would be felt nationwide. The biggest potential losses, in term of total civilian payroll dollars, would be in Virginia, California, Maryland, Texas and Georgia, according to figures provided by the Pentagon.

Hale said the unpaid leaves for civilian workers would begin in late April and would save $4 billion to $5 billion if extended through the end of the budget year, Sept. 30. That is only a fraction of the $46 billion the Pentagon would have to cut this budget year unless a deficit-reduction deal is reached.

Panetta also said the across-the-board spending reductions would "put us on a path toward a hollow force," meaning a military incapable of fulfilling all of its missions.

In a written message to employees, Panetta said that he notified members of Congress Wednesday that if the White House and Congress cannot strike a deficit reduction deal before March 1 to avoid the furloughs, all affected workers will get at least 30 days' advance notice.

"In the event of sequestration we will do everything we can to be able to continue to perform our core mission of providing for the security of the United States, but there is no mistaking that the rigid nature of the cuts forced upon this department, and their scale, will result in a serious erosion of readiness across the force," Panetta wrote.

Adding his voice to the budget debate, Secretary of State John Kerry said the fiscal impasse is a serious threat to American credibility around the world.

"Think about it: It is hard to tell the leadership of any number of countries that they have to resolve their economic issues if we don't resolve our own," Kerry said Wednesday at the University of Virginia.

House Speaker John Boehner put the blame on Obama and said he agrees with Panetta that automatic spending cuts would devastate the military.

Boehner released a copy of Panetta's letter formally notifying Congress that the Pentagon will have to consider furloughing a large portion of its civilian workforce if sequestration kicks in.

"The furloughs contemplated by this notice will do real harm to our national security," Panetta wrote in his congressional notification letter, adding that it would make troops less ready for combat and slow the acquisition of important weapons.

"Overall, sequestration will put us on a path toward a hollow force and inflict serious damage on our national security," Panetta wrote.

Panetta was flying Wednesday to Brussels to attend a NATO defense ministers meeting. Spokesman George Little told reporters en route that Panetta would tell his counterparts that across-the-board budget cuts will hurt not only the U.S. military but also the ability of NATO to respond to crises.

Little said the Pentagon is also discussing the possibility of not being able to send military units on planned rotations to various places around the world. In anticipation of cuts, the Pentagon has already decided not to send one aircraft carrier back to the Persian Gulf, reducing the U.S. presence there to one carrier.

The Pentagon has begun discussing details of the furloughs with defense worker union officials.

President Barack Obama has exempted military personnel from furloughs.

Obama was continuing to pressure Republican lawmakers to avert the automatic cuts by supporting a Senate Democratic plan that would replace the immediate cuts with a mix of spending reductions and tax increases. He was conducting interviews with local television in eight markets: Boston, Charleston, S.C., Baltimore, Oklahoma City, Okla., Wichita, Kan., San Antonio, Texas, San Francisco, and Honolulu.

"I don't know why it is in this town folks leave stuff to the last minute. You know, there's no other profession, no other industry, where people wait until the 11th hour to solve these big problems," Obama told WJZ, the CBS affiliate in Baltimore.

The only civilian Pentagon workers who would be exempt from furloughs would be Senate-confirmed political appointees such as the defense secretary and deputy defense secretary, as well as a relatively small number of workers deemed essential to protect the safety of defense property and personnel.

Panetta said the administration is still working with Congress to avoid automatic budget cuts by reaching agreement on a deficit reduction plan.

Liz Carmouche never planned to be a role model, but now is relishing the job

TORRANCE, Calif. -- On Saturday, Liz Carmouche will be one of the first women to fight in the UFC. Along with bantamweight champion Ronda Rousey, Carmouche will make history. Her status as a main event fighter has translated to a brighter spotlight on Carmouche, a soft spoken but confident woman.

She thanks her opponent for that increased spotlight, but doesn't think she could follow in Rousey's foot steps. If Carmouche takes the belt on Saturday, she doesn't expect to be nude on ESPN the Magazine's Body Issue, as Rousey was in 2012.

"I'm sure there will be some attention, but if I win, you won't see me doing poses on magazine covers. It's not my personality," Carmouche said.

But she knows the kind of attention Rousey brought with the ESPN cover and her outspoken personality is what helped women get to the UFC. She said what will continue to help women's MMA grow is for other female fighters to be themselves when selling fights. If that means gracing the covers of magazines, go for it.

"It depends on how comfortable they are doing it. I don't think anyone should try to put themselves in a situation or push themselves out of the zone that they don't feel comfortable and safe in. If that's something she can do, great, because I couldn't do it. I'm too insecure to do that. But if they can, absolutely do it. If not, just be yourselves. Our personalities and our stories should be able to win people over."

Carmouche couldn't always be herself. She served in the Marine Corps for five years. Her three tours of duty in Iraq happened while the military was still under the "Don't ask, don't tell" policy. It's since been repealed, but Carmouche had to stay closeted about her sexuality for so long.

As a trailblazer for both women and the LGBT community, Carmouche has fallen into the job of role model. She says it's something she never sought out, but now is happy to be in that role.

"To be closeted for so long was so difficult. I never planned to be in the place I am today, but for it to have fallen into place is an honor. I've heard nothing but positive feedback and support. I want to be somebody they can look up to so that they can come out."

Clive Davis Opens The Discussion On Bi-Sexuality In The Music ...


Are the music industry and it?s artists finally feeling comfortable about coming out?

For a long time, sexuality, or at least homosexuality and bi-sexuality, were taboo subjects to talk about in the music industry. Those artists who were anything but straight, either avoided talking about their personal life or they put up a front for the sake of not losing their fanbase. However, it seems as though we?ve seen a shift over the last few years as artists like Nicki Minaj, Azealia Banks, Ke$ha and most recently Frank Ocean have talked openly about their bi-sexuality and attraction to the same sex.

Legendary music executive Clive Davis is releasing a new memoir titled, ?The Soundtrack Of My Life,? and inside he reveals that he experimented with his sexuality after his second marriage failed. He also says that he believes that bi-sexuality is misunderstood:

After my second marriage failed, I met a man who was also grounded in music. Having only had loving relationships and sexual intimacy with women, I opened myself up to the possibility that I could have that with a male, and found that I could.

I never stopped being attracted to women. Bisexuality is misunderstood; the adage is that you?re either straight or gay or lying, but that?s not my experience. To call me anything other than bisexual would be inaccurate.

Interestingly enough, in the urban music community, an artist who says that they are bi-sexual will either be labeled as gay or will be written off as trying to gain attention for the sake of publicity and album sales.

While revealing to the NY Times that she was bi-sexual, Azealia Banks said:

I?m not trying to be, like, the bisexual, lesbian rapper. I don?t live on other people?s terms.

Most believed she only said that to get people?s attention.

Music producer Jermaine Dupri recently stopped by Power 105.1FM?s Breakfast Club and when he was asked if he felt as though Frank Ocean ?coming out? was a marketing ploy, he responded:

100 percent. I mean sometimes, I don?t even believe that, I believe it?s a marketing plan. A person that comes out and lets his sexuality be known is considered a person that has balls.

Back in 2009, when I interviewed Nicki Minaj, I asked about the bi-sexual references in her songs and her choice to dodge questions regarding her sexuality in interviews. I said, ?There are some people that feel as though you gave black women who were afraid to be ?free? with their sexuality a voice (especially in Hip Hop) but then you sort of pulled back. How do you feel about that?? Her response was:

I pulled back on a lot of things so to specify that is kind of unfair. When I started to see how influential I was, I toned a lot of things down. I want to think more before I speak, I want to think about every message I?m sending. I did not realize I had 10-year-old fans. When you are in that position, it?s your job to be responsible. I say what I say in my rap.

I believe that rap is art. It?s like people want art and life to coincide. Sometimes it doesn?t and sometimes you do not want it to. Sometimes you want to have an interview and not discuss anything about sex. That?s how I feel sometimes. I do put the block up because I feel like all people want to talk about is sex. I give you enough in my record. You know who I am and you can hear what I?m saying. It?s just too much.

Looking back, there are still a few critics who think that Nicki Minaj talked about liking girls in her earlier records for attention but would it be that hard to accept if she really was bi-sexual? Is it still taboo in today?s music industry or are we in a time when an artist can be accepted for being gay or bi-sexual without it ruining their career in some way or another?

WASHINGTON (AP) ? Congress' latest crack at a new assault weapons ban would protect more than 2,200 specific firearms, including a semi-automatic rifle that is nearly identical to one of the guns used in the bloodiest shootout in FBI history.

One model of that firearm, the Ruger .223 caliber Mini-14, is on the proposed list to be banned, while a different model of the same gun is on a list of exempted firearms in legislation the Senate is considering. The gun that would be protected from the ban has fixed physical features and can't be folded to be more compact. Yet the two firearms are equally deadly.

"What a joke," said former FBI agent John Hanlon, who survived the 1986 shootout in Miami. He was shot in the head, hand, groin and hip with a Ruger Mini-14 that had a folding stock. Two FBI agents died and five others were wounded.

Hanlon recalled lying on the street as brass bullet casings showered on him. He thought the shooter had an automatic weapon.

Both models of the Ruger Mini-14 specified in the proposed bill can take detachable magazines that hold dozens of rounds of ammunition. "I can't imagine what the difference is," Hanlon said.

President Barack Obama has called for restoring a ban on military-style assault weapons and limiting the size of ammunition magazines.

A bill introduced last month by Sen. Dianne Feinstein, D-Calif. would ban 157 specific firearms designed for military and law enforcement use and exempt others made for hunting purposes. It also would ban ammunition magazines that hold more than 10 rounds.

Yet there are firearms that would be protected under Feinstein's proposal that can take large capacity magazines like the ones used in mass shootings that enable a gunman to fire dozens of rounds of ammunition without reloading.

Feinstein said in a written response to questions from The Associated Press that the list of more than 2,200 exempted firearms was designed to "make crystal clear" that the bill would not affect hunting and sporting weapons.

The December shooting at an elementary school in Newtown, Conn., that left 26 students and educators dead forced Washington to focus on curbing gun violence, a risky political move not tried in decades.

The gun industry, which is fighting any sort of ban, says gun ownership in the U.S. is the highest it's ever been, with more than 100 million firearms owners.

Obama and Vice President Joseph Biden have traveled around the country in an effort to gain support for new laws. Feinstein's proposal is the only sweeping piece of legislation designed to ban assault weapons currently being considered.

But some gun experts say the lists of banned and exempted firearms show a lack of understanding and expertise of guns.

"There's no logic to it," said Greg Danas, president of a Massachusetts-based expert witness business and firearms ballistic laboratory. "What kind of effect is it going to have?"

Feinstein's bill defines an assault weapon as a semi-automatic firearm with a detachable magazine that has one of several military characteristics that are specified in her legislation. Examples of those characteristics include a pistol grip, which makes a firearm easier to hold, and a forward grip, which makes the firearm easier to stabilize to improve accuracy. The definition is similar to the one in Congress' original ban on assault weapons, which went into effect in 1994 and was widely criticized for outlawing firearms based on cosmetic features.

Feinstein was behind the 1994 law which, at the time, protected more than 600 firearms. The current bill would exempt by name and model more than 2,200 firearms by name and model.

Feinstein said her staff had worked for more than a year to draft updates for the ban that expired in 2004, and it was apparent in the wake of recent mass shootings that now was the time to introduce a new bill. She said her staff consulted with law enforcement agencies and policy experts for months to create the expanded list.

Naming firearms that would remain legal under an assault weapons ban is a politically motivated gesture that was used to help pass the original ban in the early 1990s, people familiar with the process said.

Any firearm that does not fall within the law's definition of an assault weapon would not be banned. As a result, the list gives vulnerable politicians cover from constituents who do not want to give up their firearms.

For example, a politician can look at the list and assure a constituent that the government would not ban the firearm he or she loves to use for deer hunting. Under the 1994 law and the currently proposed one, the government would not have the authority to take away guns people already legally own. The ban would only apply to specific firearms manufactured and sold after the law is enacted.

A list of exempted firearms was not part of Feinstein's original assault weapons ban two decades ago, said Michael Lenett, one of the lead congressional staffers on gun control issues in 1994. A separate bill in circulation exempted far fewer hunting and sporting firearms, Lenett said.

The purpose of creating such a list was to assure people that the government was not going after any legitimate hunting or sporting weapons. "The other purpose of the list was to have a high profile way of assuring certain folks ? including legislators ? that we would not be going after their weapons that they use for those legitimate purposes," Lenett said.

"It was a win-win situation," Lenett recalled, because, he said, if the list could help pick up votes needed to pass the bill and temper some of the opposition, it could assuage some opponents of the ban without making the law less effective.

But gun experts say the lists in 1994 and the expanded lists of today don't make much sense.

"The bill demonstrates a shocking ignorance of the product they are purporting to regulate," said Lawrence Keane, senior vice president of the National Shooting Sports Foundation, a trade association based in Newtown, Conn., that represents gun manufacturers. "I have no idea how they arrived at this list. It would seem to be random, bordering on throwing darts at a dart board."

For instance, Feinstein's current proposal includes exemptions for three specific types of the M-1 Carbine, an assault rifle designed for the military that the U.S. currently bans from being imported. A draft of the legislation, created and modified in November and early December last year, banned the M-1 Carbine and didn't exempt any models, according to a copy obtained by the AP.

Feinstein said there was disagreement among firearms experts, law enforcement and gun safety organizations about whether to include the M-1 Carbine on the list of banned weapons.

"It has been used in multiple police shootings, and was originally used by U.S. soldiers on the battlefield," Feinstein said. "On the other hand, it comes in models that would not meet the military characteristics test." She said she decided to limit banned weapons to those that met the definition outlined in the bill.

At a Jan. 30 hearing by the Senate Judiciary Committee on gun violence, National Rifle Association President Wayne LaPierre said Feinstein's bill is "based on falsehoods to people that do not understand firearms, to convince them that the performance characteristics of guns that they are trying to ban through that bill are different than the performance characteristics that they're not trying to ban."

The Ruger Mini-14 is a perfect example.

The model that has a fixed stock would be exempted by Feinstein's ban; the weapon was protected in the 1994 law as well. A Ruger Mini-14 with a collapsible and folding stock would be illegal.

The guns fire the same caliber bullet and can take detachable magazines that could hold dozens of rounds of ammunition. The folding stock only reduces the gun's length by 2.75 inches, according to the manufacturer's website.

"It's irrelevant," Edmund Mireles, an FBI agent who survived the Miami shootout, said of the differences in features. "They're equally dangerous."

Mark D. Jones, a senior law enforcement adviser for the University of Chicago Crime Lab, said the folding stock does not affect the firearm's lethal potential.

"Given that both firearms will accept a 30 round or larger magazine, it renders the differences between them entirely cosmetic," Jones said.

Kristen Rand, the legislative director at the Washington-based Violence Policy Center, said the Ruger Mini-14 model that would be banned under Feinstein's legislation is easier to hold while firing because it has a pistol grip, and it's easier to hide because it has a collapsible stock. That's what makes it more dangerous that the Ruger Mini-14 with the fixed stock which would be exempted under the Feinstein bill, she said.

"And that's supposed to save somebody's life?" asked Hanlon, the FBI agent shot alongside Mireles.

Hanlon considered the differences between the two models and whether the events of April 11, 1986, would have been different if the shooter used a Ruger Mini-14 with a fixed stock. "I don't think it would have changed a damn thing," he said. "I don't see what makes that gun less dangerous."
