WASHINGTON (AP) ? State Department officials said Wednesday that security levels at the U.S. consulate in Benghazi, Libya, were adequate for the threat level on the anniversary of 9/11 but that the compound was overrun by an "unprecedented attack" by dozens of heavily armed extremists.

The officials testified before an election-season congressional hearing on accusations of security failures at the consulate that led or contributed to the deaths of the U.S. ambassador to Libya and three other Americans. The officials said the number of U.S. and local security guards at the compound was consistent with what had been requested by the post.

"We had the correct number of assets in Benghazi at the time of 9/11," said Charlene Lamb, the deputy secretary of state for diplomatic security in charge of protecting American embassies and consulates around the world.

But White House spokesman Jay Carney told reporters Wednesday that in hindsight "there is no question that the security was not enough to prevent that tragedy from happening."

"There were four Americans killed," he said.

Lamb noted that there were five diplomatic security agents at the consulate at the time of the attack, along with additional Libyan guards and a rapid response team at a nearby annex.

Republican presidential nominee Mitt Romney has criticized the administration's early response to the attack and has made it a campaign issue, saying Monday that President Barack Obama has led a weak foreign policy in the Middle East and elsewhere.

Eric Nordstrom, the former regional security officer in Libya, said he had requested more security but that request was blocked by a department policy to "normalize operations and reduce security resources." Under questioning, though, he said he had sought mainly to prevent any reduction in staff, rather than have a big increase.

"I'm confident that the committee will conclude that Department of State, Diplomatic Security Service and Mission Libya officers conducted themselves professionally and with careful attention to managing people and budgets in a way that reflects the gravity of their task," Nordstrom said.

Lamb rejected allegations from Republican lawmakers, supported by Lt. Col. Andrew Wood, former head of a 16-member U.S. military team that helped protect the embassy in Tripoli, that an extension of Wood's mission could have made a difference during the attack.

"It would not have made any difference in Benghazi," Lamb said, pointing out that Wood's team was based in Tripoli and spent nearly all of its time there.

Wood, a member of the Utah National Guard who left Libya in August, told the committee that the security in Benghazi "was a struggle and remained a struggle throughout my time there."

In testimony to the House Oversight and Government Reform Committee, he said that U.S. security was so weak that in April, only one diplomatic security agent was stationed in Benghazi.

However, Lamb and Under Secretary of State for Management Patrick Kennedy stressed that the regional security officer's requests for personnel had been met.

"The Department of State regularly assesses risk and allocation of resources for security, a process which involves the considered judgments of experienced professionals on the ground and in Washington, using the best information available," said Kennedy, a four-decade veteran of the foreign service.

"The assault that occurred on the evening of Sept. 11, however, was an unprecedented attack by dozens of heavily armed men," he said.

The attack on the consulate and the Obama administration's evolving explanations of what happened have become a political football in the run-up to November's presidential election with Democrats saying that Republicans are trying to use a tragedy to score partisan points.

In statements immediately after the attack, neither President Barack Obama nor Secretary of State Hillary Rodham Clinton mentioned terrorism. And both gave credence to the notion that the attack was related to protests about an anti-Islam video.

"Some have sought to justify this vicious behavior as a response to inflammatory material posted on the Internet," Clinton said on the night of the attack. "The United States deplores any intentional effort to denigrate the religious beliefs of others. Our commitment to religious tolerance goes back to the very beginning of our nation. But let me be clear: There is never any justification for violent acts of this kind."

The hearing opened with a blunt partisan exchange between the committee chairman, Rep. Darrell Issa, R-Calif., and ranking Democrat Elijah Cummings of Maryland who accused Republican members of withholding documents and witnesses and keeping Democrats out of the loop on a fact-finding trip to Libya last week.

Issa denied any wrongdoing.

The committee hearing followed assertions late Tuesday by the State Department that it never concluded that the Sept. 11 attack stemmed from protests over a privately made video ridiculing Islam. That had been the initial explanation offered by some in the administration, including U.S. Ambassador to the United Nations Susan Rice, before officials said it had been a planned terrorist attack.

Some Republicans have focused on the shift, suggesting that the administration was trying to cover up that it was unprepared for the 11th anniversary of the Sept. 11, 2001, terrorist attacks.

In Wednesday's hearing, Kennedy said officials, including Rice, relied on the assessments of intelligence officials in offering public explanations for the attack.

I Am Riding For Diabetes ? Chatter Gets Fit

I am not sure I have mentioned it before, but I am currently a type 2 diabetic. ?I was diagnosed in 2009 after taking ?prednesone,a steroid to assist curing my Bells?Palsy, a?deadening?of the nerve endings that imitates stroke symptoms by making half the face immobile. ?Prednesone is historically known to raise blood pressure and can push pre-diabetics into a diabetic range. ?Nasty stuff. ?The doctor did not check my diabetes potential before giving me the medication and years later I still have to suffer through the side effects of that nasty drug and my bad habits. ?Fast forward to ?today. ?If ?you read this blog you will be familiar with the struggles I have endured as I have challenged myself to get healthier and to take charge of my health. ?Since I started triathlon training and shooting for my first triathlon next year my sugar levels have gotten lower and more manageable. ?While I have done allot for myself, I recently became aware of an opportunity to help others through my new found fitness.

Eat Your Heart Out, Columbus: A Sailing Ship That Travels On Sunshine

Columbus, they say, crossed the Atlantic at a speed of roughly four knots. That's four-plus miles an hour. When the wind gusted, he could hit 9.2 mph. In 1492, that was speedy.

Sailing has improved since then. There is now a sailing ship built by the Japanese being pushed along by sunshine through deep space. It has only one sail (The Santa Maria had many) and that sail is just 7.5 micrometers thin, about one-tenth the thickness of a human hair. And yet this little voyager is rushing along at about 328 feet per second. "It's the space equivalent of a yacht sailing the sea," says Yuichi Tsuda, deputy project manager. The Japanese have named it IKAROS, after the Greek boy Icarus who tried to fly to the sun. IKAROS has already sailed past Venus.

This is an ancient dream. In 1610, the great astronomer/mathematician Johannes Kepler wrote to his friend Galileo about how one day, it might be possible to "Provide ships or sails adapted to the heavenly breezes, and there will be some who will brave even that void."

Then, in the 19th century, James Clerk Maxwell predicted that when a wave of light hits an object, the wave might be absorbed, or reflected, pushing electrons on the surface, and thus, the whole object forward. He was right. It turns out there are indeed heavenly breezes. And they can push sailing ships, but very gently. Photons are very small, and they don't land with a punch. They wouldn't move a sailboat on Earth, because the drag from water and air would cancel them out. But in space, where it's very empty, it turns out sunshine is an unlimited, never-ending, accumulating source of power. Over time, IKAROS has gained speed ? on heavenly fuel. The tricky part was getting the sail up.

In this gorgeous video, you'll see how the Japanese did it.

They released a compact rotating cylinder, which over a few weeks (this video compresses time) grew masts, radiating in four directions. Then the masts, like spring time buds, swell, open and release a square sail. It's 46 feet across. Then the masts, like sails on Earth, can be turned to change direction. Elegant, no?

IKAROS is an acronym, created by Japan's Aerospace Exploration Agency. It stands for Interplanetary Kite-craft Accelerated by Radiation of the Sun. I like the word "kite-craft." It suggests that we on Earth are like boys and girls running along a beach, catching a breeze and dreaming of far away places ? which is, sometimes, not too far from the truth.

This form of celestrial navigation is called "Solar Sailing." What's literally happening is photons create pressure when they land on extra-reflective embedded panels in the sail. The force here, as I said, is very small, about 0.0002 pounds on a nearly 700 IKAROS instrument. This particular voyage is not a pure sailing experiment. Some of the sunshine is being turned into electric power by (I think this is right) spinning the mast and turning it into a generator, but it is now clear that true solar sailing is indeed possible. Another thing: I wondered how a ship can move against the radiation pouring off the sun. Wouldn't the sunshine push the craft away? No. In the same way that sailors can "tack" against a current, so can IKAROS. Amazing. Thanks to Chris Impey, astronomy professor at the University of Arizona, for explaining some of this to me.

India to send 300 teachers to China to learn Mandarin

NEW DELHI // The Indian education board's ambitious plans to introduce Mandarin lessons into schools will begin with up to 300 teachers being trained in China.

After a survey at 500 schools this year found that students were interested in learning Mandarin, the Central Board of Secondary Education (CBSE) decided to offer the dialect as an optional second or third language, after English.

The plan is to introduce Mandarin to pupils from grade six onwards. But first, the teachers have to be trained.

In August, S Jaishankar, India's ambassador to China, and Xu Lin, the director general of Hanban, the official Chinese organisation overseeing the teaching of Mandarin abroad, signed an agreement to train 300 Indian teachers at universities in China.

The Mandarin option will be rolled out as a pilot project, starting with selected schools in New Delhi where tone and greetings will be taught using software.

"There are enough Chinese speakers here but just not enough good ones," said Jabin T Jacob, the assistant director of the Institute of Chinese Studies in New Delhi. "You need two years of concentrated study for anyone to even get the basics in school. This language has no short cuts."

There is no shortage of Indians with Chinese language skills, but those with Mandarin language degrees prefer to work in the more lucrative sectors of translation or private education.

Tourism in India - working in what is popularly known as the "Buddhist circuit", catering for places of religious worship for East Asian tourists - is also a popular career for those fluent in Mandarin.

"Universities do teach the language but very few stay on long enough to get teaching expertise," said Mr Jacob. "Everything is more lucrative than teaching, especially in the private sector."

Indians who speak Mandarin can charge up to 1,500 rupees (Dh106) an hour for private classes or interpretation. It can take up to two years to teach the language. Those who do train to become qualified language teachers often concentrate on one area of expertise instead of general teaching, said Mr Jacob.

India and China have had a troubled and, at times, violent relationship. This month marks the 40th anniversary of the Indo-China war. However, since the early 1990s, India has pursued more friendly relations with its eastern neighbours, including China.

Those efforts have netted huge benefits. Trade between the two countries was worth US$74 billion (Dh271bn) last year and, in 2010, the prime ministers of both countries estimated that figure would reach $100bn by 2015.

That translates into huge potential for Indian businessmen in China.

Mr Jacob believes that there are many reasons to study a rival country's language, although the most important reason for Indians "might be the pursuit of profit".

"If you speak the language, you can negotiate, understand its laws and deal with the authorities," he added.

G Venkat Raman, an assistant professor at the Indian Institute of Management in Kozhikode in Kerala, teaches Mandarin to about 60 of his graduate students each weekend.

He also teaches a required Mandarin course to 120 students in an emerging-markets course at the Great Lakes Institute of Management in Chennai.

He received his postdoctoral degree in political science from Peking University in China in 2008, but first he had to pass a Mandarin language course.

"It is a good move by the government," said Mr Raman. "But they should also spread awareness in universities as well. Schoolchildren may be too young to realise the relevance and importance of a language like Mandarin."

Serbia Mourns Prominent Human Rights Activist :: Balkan Insight

Dimitrijevic was director of the Belgrade Center for Human Rights and an honorary law professor at the Union Faculty.

He was considered as a strong advocate for reconciliation in the region and one of the most respected international law experts.

During the 1990s, Dimitrijevic stood against Serbian strongman Slobodan Milosevic.

?Dimitrijevic opposed the wars when it was hardest, he fought for the democratization of Serbia?, said Cedomir Jovanovic, the president of the Serbian Liberal Party.

Law professor Vesna Rakic Vodinelic said that Dimitrijevic continuosly fought for human rights.

?He never gave up. He constantly fought for human rights and he believed it was an achievable goal for Serbia,? she explained.

The president of the Serbian Assembly?s Committee for Human Rights, Meho Omerovic, said that Serbia had lost a great man, great fighter for civil society and rule of law.

Dimitrijevic became a member of the Council of Europe Venice Commission in 2000 and a member of the Permanent Court of Arbitration in The Hague in 2001.?

He was an ad hoc judge of the International Court of Justice, ICJ, from 2001 until 2003. Before that, he was also commissioner at the International Commission of Jurists and member of their board of directors.?

He was one of the founders of the International Relations Forum in 1995, a member of the Serbian PEN Center from 1986 and a visiting professor at the universities of Virginia, Oslo and Lund.?

Dimitrijevic, who was born in Rijeka, Croatia grew up in Belgrade graduated from the Faculty of Law in Belgrade in 1956. He got his PhD in 1965.?

He started his career as an administrative secretary in the Yugoslav Group of the Inter-parliamentary Union from 1958 until 1959. He was a research associate of the International Politics and Economy Institute from 1959 until 1960. He then became an assistant, docent and finally a tenured professor at the Faculty of Law.?

In parallel with his law carrier, Dimitrijevic hosted a television program broadcast on TV Belgrade in the mid-70s when he gained popularity.

He was a longtime member of UN's Human Rights Committee and president of the Yugoslav Forum for Human Rights.?

(AP) ? Thursday was not a good day to try to get any public business done in Venezuela's capital.

State employees quit their offices by the tens of thousands, joining the red-shirted throngs that filled Caracas's center for the final pre-election rally for President Hugo Chavez.

Chavez's opponent in Sunday's election, Henrique Capriles, and his supporters accused the government of handing out red shirts to public employees and compelling them to participate.

People converged on Caracas by bus from all corners of Venezuela for Thursday's street party. People barbecued on sidewalks, danced to music played on various stages and downed beer before a deluge drenched everyone, including Chavez.

The crowd numbered several hundred thousand, topping the turnout the previous Sunday for Capriles' final rally in Caracas.

One Chavez supporter said he arrived for Thursday's event on a bus from Maracaibo chartered by that city's pro-Chavez mayor. Luis Eduardo Bolivar said he was grateful to Chavez for giving him a house, a wheelchair for one of his relatives and his pension.
